Semicolons have been added to the anonymous functions in the javascript
in overall_header.html. This makes JSLint happier, and also makes the
code easier to minify.

With these changes, prosilver and subSilver2 no longer need to force IE7
emulation when browsing with IE8 due to the well-known textarea scrolling
bug.

The IE9 beta fixes the IE8 textarea width bug which required IE7 emulation in
phpBB's styles. Emulation should only occur when using IE8 now.

I want to test some possibilities to let these be standard-conform. At the moment no documented technique is suitable for phpBB.

Generally, our config table is not really suited for holding large datasets. Because feed settings for the forums to enable news feeds and excluded forums rely on the forums itself we have decided to introduce a forum_options table where custom options can be stored.
Additionally, for this to work across all DBMS we support, we added a new method to the DBAL for the bitwise AND operator.
Also moved the forum/topic feed template variable to the location where they belong to (forum and topic view)

Set preferred stylesheet to "A", which cunningly combines with the persistent stylesheet from style.php. Alternate stylesheets are "A+" and "A++". Now the font-resizer will work "first click".

- mcp_reports was still using some of the mcp_queue post_id logic, changed enough to report_id logic to make it work properly now. I hope I didn't miss any external places referring to mcp_reports which send it a post_id_list. I really wonder whether people don't test the MCP at all? Good that I noticed this myself when fixing an incorrect language string (No reports selected) message [Bug #9741]
- forgot to check in the changed mcp/info file for mcp_warn with global m_warn option
- mcp_post.html was missing a submit button for changing the poster in prosilver [Bug #9771]
- language variables in javascript in templates should use LA_ not L_ for proper escaping of single quotes
