Andreas Fischer 336187151a [ticket/11201] Revert WLM dropping because it is still used in China. 
Windows Live Messenger is still in use in china which accounts for ~20% of world
population. Revert WLM dropping which has been merged under the assumption that
WLM data and features are completely useless.

INSTALLING DEPENDENCIES

To be able to run an installation from the repo (and not from a pre-built package) you need to run the following commands to install phpBB's dependencies.

cd phpBB
php ../composer.phar install --dev

CONTRIBUTE

  1. Create an account on phpBB.com
  2. Create a ticket (unless there already is one)
  3. Read our Git Contribution Guidelines; if you're new to git, also read the introduction guide
  4. Send us a pull request

AUTOMATED TESTING
